Under the 'Foreign Trade Law of The People's Republic of China' and 'The People's Republic of China import and export regulations,' is issued 'in 2010 management of goods export license directory' (see Annex 1), and notice on the relevant issues are as follows:

1, 2010 export license management to 49 types of goods, namely, export quotas, export quota bidding and export license management.

(a) The implementation of export quota license management of goods are: corn, rice, wheat, corn flour, rice flour, wheat flour, cotton, lumber, live cattle (for Hong Kong and Macao), pigs (for Hong Kong and Macao), chickens (for Hong Kong and Macao), coal, coke, crude oil, refined oil, rare earth, antimony and antimony products, tungsten and tungsten products, zinc ore, tin and tin products, silver, indium and indium products, molybdenum, phosphate rock.

(b) Of the export quota bidding for goods is: Rush and Rush products, silicon carbide, smooth stones (powder), light (heavy) burned magnesium, bauxite, liquorice and liquorice products.

(c) The export license management of the goods is: live cattle (for markets outside Hong Kong and Macao), pigs (for markets outside Hong Kong and Macao), live chicken (for markets outside Hong Kong and Macao), chilled beef, frozen beef, chilled pork, frozen pork, chilled meat, frozen chicken, ozone-depleting substances, paraffin wax, zinc and zinc-based alloys, some metals and products, platinum and gold (in processing trade exports), automobiles (including complete sets of spare parts ) and its chassis, motorcycles (including all-terrain vehicle) and its engine and frame, natural sand (including standard sand), molybdenum products, citric acid, vitamin C, penicillin industrial salt, sulfuric acid disodium.

2, Hong Kong and Macao exports of live cattle, live pigs, chickens for a global license under the country (region) quota license management; in addition to Hong Kong, Macao and Taiwan export of natural sand export license management, other areas to prohibit exports; pairs of standard sand to implement global export license management.

3, For corn, rice, coal, crude oil, refined oil, cotton, antimony and antimony products, tungsten and tungsten products, silver, state-run trade management.

4, Export quota bidding for goods, no matter what kind of trade patterns, the license issuing agencies under the Ministry of Commerce issued by virtue of the list of winning companies and their bid amount and the tender issued by the Office of the 'apply for a quota tender of goods export license certificate 'issued export licenses.

5, To processing trade export of the following goods, according to the following regulations:

(1) Subject to paragraph (b), (c), (d), ( 5) of this article other than to the export processing trade export quota license management is of goods, certification bodies by virtue of export quotas, 'Processing Trade Business Approval Certificate' and the export contract (original copy) issued export licenses.

(2) Import of raw materials for the production of platinum processing of re-exports of platinum (platinum or platinum), the issuing agency by virtue of registration of business enterprises in charge of departments of the 'Processing Trade Business Approval Certificate', the Customs processing trade, import declarations, export contract (original copy) issued export licenses.

(3) Re-export of imported crude oil processed paraffin, imports of goods with silver (silver, unwrought silver and silver except for semi-finished products) processing re-exports of silver, to processing trade exports of zinc and zinc base alloy, the issuing agency by virtue of registration of enterprises in charge of the provincial commerce department of the 'Processing Trade Business Approval Certificate', the customs import declaration processing trade, export contract (original copy) issued export licenses. (4) To processing trade exports of licorice and licorice products, certification agencies virtue of enterprises registered in charge of the provincial commerce department, 'Processing Trade Business Approval Certificate', Chinese medicine and health Goods Import and Export Chamber of Commerce 'to apply for a certificate of processing trade goods, export license,' the customs import declaration and export of processing trade contracts (original copy) issued export licenses.

(5) Re-export of imported crude oil processing oil, lead-free refined oil export license. With regard to the processing trade under the oil (grease), lubricant base oil exports, according to 2008 Ministry of Commerce, National Development and Reform Commission, General Administration of Customs Announcement No. 30 of the relevant regulations.

(6) Paragraph (a), (b), (c), (d) of this article the validity of export licenses, according to 'Processing Trade Business Approval Certificate' issued by the authorized limit the export , but not exceeding December 31 that year. Such as 'Processing Trade Business Approval Certificate' approved by the export for more than the year December 31, the operator should be in the original export license is valid for one year within the issuing agency reissue of an export license, certification agencies to recover the original certificate, in the certification system write-off of the original certificate, after deducting the amount used, press 'Processing Trade Business Approval Certificate' approved by the duration of re-export of export licenses issued by the new year, and indicate in the remarks column of the original permit证号.
